I have delayed this in order to

circulate with it 53018, the file about the

memoranda of the League of Nations, but that

is still not available.

There appears to have been some

duplication, as we sent out a copy of Mr.

Lloyd's memorandum with No. 3, although we

had apparently already sent it on the 18th

February
